Is this instance gang-related (INTERESTING)? Are certain gang members required to kill someone for initiation?

I live in Detroit. The whole flashing lights thing is something 'hoodrats' do to scare the tourists and other people away. If you see flashing lights, dont ignore it, just leave. Thats all they want you to do.
